The leadership team from ECOHCAL worked with the California Air Resources Board (CARB) to administer California’s first-ever statewide e-bike incentive program from December 2022 through December 2025. This is the inside story of that program – what worked, what we learned, and why it ended.
What Was the California E-Bike Incentive Project?
The California E-Bike Incentive Project was administered by the California Air Resources Board (CARB) and ran from December 2022 through December 2025. This groundbreaking program provided up to $2,000 in point-of-sale vouchers to help low-income California residents purchase electric bikes, including cargo e-bikes and adaptive e-bikes.
Led by the team that now forms ECOHCAL’s leadership, the nonprofit selected to run the program built the technology, processes, retailer partnerships, and application systems that successfully delivered vouchers to more than 2,300 Californians.
Program Achievements and Impact
During its three-year run, the California E-Bike Incentive Project accomplished remarkable goals:
- Distributed over 2,300 e-bike incentives to income-eligible California residents
- Built a retailer network of 450+ retailers statewide to support voucher redemptions
- Partnered with 25+ community-based organizations for education and outreach
- Generated unprecedented demand with nearly 120,000 potential applicants in the first application window alone
The program prioritized funding for low-income Californians and those living in disadvantaged communities, making zero-emission transportation accessible to populations most affected by air pollution and transportation costs.
How the Program Worked
Voucher Amounts and Eligibility
The California e-bike incentive program offered tiered voucher amounts based on income and location:
Standard E-Bike Incentive Voucher
- $1,750 voucher for residents with household income under 300% of Federal Poverty Level (FPL)
- Applicable to standard e-bikes, cargo e-bikes, and adaptive e-bikes
- Redeemable at approved retailers throughout California
Enhanced E-Bike Incentive (Priority Applicants)
- Additional $250 bonus for total voucher of $2,000
- Available to residents with income at or below 225% FPL
- Also available to residents in disadvantaged census tracts
Who Qualified
To qualify for the state e-bike incentive program, applicants needed to meet these requirements:
- California resident, age 18 or older
- Household income at or below 300% of Federal Poverty Level
- Valid California identification
- Proof of residency and income documentation
- One voucher per person (no household limit)
Developing the Application Process
The California e-bike incentive program used a unique randomization system during limited application windows:
Virtual Waiting Room System
- Application windows opened at announced dates and times
- Applicants joined a virtual waiting room during a one-hour period
- A randomized queue determined application order
- Limited vouchers distributed on a first-come, first-served basis
- Successful applicants received voucher codes for redemption
The high demand for e-bike incentives was evident from the start. The December 2024 launch saw nearly 120,000 people in queue for just 1,500 vouchers, demonstrating California’s strong interest in electric bike transportation.
What We Learned From Processing 3,000+ Applications
Top 5 Application Mistakes (And How to Avoid Them)
From reviewing thousands of applications, these were the most common issues:
- Income documentation didn’t cover required time period – Applicants submitted one pay stub instead of two consecutive stubs covering 60+ days
- Address mismatches – Driver’s license showed old address, utility bill showed current address
- Household size inconsistencies – Application claimed 4 people, tax return showed only 2 dependents
- Illegible document scans – Dark photos, sideways images, blurry text
- Missing pages from documents – Submitted page 1 of pay stub only, missing year-to-date info on page 2
Processing insight: Complete, clear applications averaged 7-10 business days for approval. Incomplete applications took 18-20 days due to back-and-forth requesting missing documents.
What Worked Well
The retailer network exceeded expectations. Working with 450+ bike shops statewide meant applicants had local options for redemption. Retailers experienced with low-income programs provided the smoothest transactions.
Community partnerships were essential. Our 25+ community organization partners helped reach underserved populations, provided application assistance, and built trust in neighborhoods skeptical of government programs.
Point-of-sale vouchers removed financial barriers. Unlike rebate programs that require upfront payment, instant discounts made e-bikes accessible to people who couldn’t afford to wait 6-12 weeks for reimbursement.
What Was Challenging
Demand vastly exceeded supply. With 120,000 potential applicants competing for 1,500 vouchers per window, we couldn’t serve everyone who qualified. This created frustration and highlighted the need for significantly larger funding.
Application windows created stress. The lottery system, while fair, meant qualified applicants who weren’t selected had to keep trying in subsequent windows. Some applied 4-5 times before receiving a voucher.
Documentation requirements were a barrier. Income verification, while necessary to target low-income residents, created verification delays for applicants self-employed or with non-traditional employment.
Eligible E-Bikes Under the Program
California e-bike incentives supported the purchase of new electric bikes meeting specific safety and technical requirements:
E-Bike Class Requirements
- Class 1 E-Bikes: Pedal-assist only, maximum 20 mph
- Class 2 E-Bikes: Pedal-assist and throttle, maximum 20 mph
- Class 3 E-Bikes: Pedal-assist only, maximum 28 mph
Safety and Technical Standards
- UL or EN safety-certified lithium batteries
- Motor power 750 watts or less
- Operable pedals required
- Integrated front lights
- Minimum one-year manufacturer warranty
Approved E-Bike Categories
- Standard electric bicycles
- Cargo e-bikes for transporting goods and passengers
- Adaptive e-bikes for riders with disabilities
Why California Invested in E-Bike Incentives
Environmental Impact
Electric bikes represent the cleanest electric vehicle technology available. Research shows that e-bikes can effectively replace car trips, particularly for journeys under 3 miles – which constitute the majority of daily trips in California. By reducing vehicle miles traveled, e-bike incentives directly support California’s greenhouse gas reduction goals.
Equity and Accessibility
E-bike incentive programs address transportation equity by making zero-emission vehicles accessible to low-income communities. These communities often face the highest exposure to air pollution from vehicle emissions while having the least access to clean transportation alternatives.
Economic Benefits
- E-bikes cost pennies to charge compared to gas vehicles
- Reduced transportation costs for low-income families
- Lower maintenance expenses than cars or motorcycles
- Potential elimination of costly car ownership
Health and Mobility
Electric bikes make cycling accessible to a broader population, including seniors, people with disabilities, parents transporting children, and individuals with longer commutes. The pedal-assist feature allows riders to arrive at destinations without excessive exertion while still gaining exercise benefits.
Why the Program Ended
In late 2025, CARB announced that the remaining approximately $18 million in program funds would be redirected to the Clean Cars 4 All program, which provides incentives for trading high-pollution vehicles for electric or hybrid cars.
This decision raised questions and surprised bike advocates about the state’s commitment to bicycle infrastructure and incentives, especially given the program’s demonstrated success and overwhelming demand.
What This Meant for Californians
The program’s conclusion left tens of thousands of qualified applicants without access to state e-bike incentives. However, local and regional programs continue operating throughout California.
Current California E-Bike Incentive Programs
While the statewide California E-Bike Incentive Project has concluded, numerous local e-bike incentive programs continue operating:
Regional Programs Still Active
San Gabriel Valley E-Bike Programs
SGV and the San Gabriel Valley Council of Governments (SGVCOG) offer E-Family and Cargo Bike Incentive programs for income-eligible residents.
Peninsula Clean Energy E-Bike Rebates
San Mateo County residents can access up to $1,000 in e-bike rebates through Peninsula Clean Energy.
South Coast AQMD Programs
Income-eligible residents in the South Coast Air Quality Management District can access the Replace Your Ride program, which provides up to $7,500 for e-bike purchases when trading in an older vehicle.
Utility Provider E-Bike Rebates
Several California utility providers and community choice energy programs offer their own e-bike rebate programs.

The Lasting Impact of California’s E-Bike Incentive Experiment
The California E-Bike Incentive Project, despite its relatively short duration and limited scale, demonstrated several crucial points about e-bike adoption and incentive programs:
Proven Demand Exists
With nearly 120,000 potential applicants competing for 1,500 vouchers in the first round, the program conclusively showed that significant demand exists for e-bike incentives among California residents. This demand far exceeded initial projections and highlighted the financial barriers preventing many Californians from accessing e-bike technology.
Local Programs Fill the Clean Mobility Gap
The proliferation of local e-bike incentive programs across California demonstrates community-level commitment to clean transportation. These programs often better serve specific regional needs and can respond more quickly to local demand than statewide initiatives.
Economic Justice and Environmental Goals Align
By prioritizing low-income residents and disadvantaged communities, the program proved that environmental programs can simultaneously address economic inequality. E-bike incentives reduced both the carbon footprint and the financial burden of transportation for California’s most vulnerable populations.
Infrastructure Development Matters
The program built out a network of 450+ retailers and 25+ community organizations, creating infrastructure that supports e-bike adoption even after the incentive program concluded. This network continues serving California residents through local programs and private sales.
What’s Next for California E-Bike Incentives?
Advocacy and Future Funding
Organizations like CalBike continue advocating for renewed state funding for e-bike incentives. The unprecedented demand – with applicant numbers far exceeding available vouchers – makes a compelling case for expanded programs in future budget cycles.

Lessons for Future E-Bike Incentive Programs
Based on our experience administering this program, here are recommendations for future initiatives:
1. Fund at Scale
The pilot budget was overwhelmed by demand. Future programs should start with $100M+ to serve meaningful numbers of Californians.
2. Simplify Documentation
Income verification is necessary but can be streamlined. Consider auto-enrollment for SNAP/Medicaid recipients or simplified documentation for self-employed applicants.
3. Continuous Application Windows
Instead of sporadic lottery windows, continuous rolling applications reduce stress and ensure consistent program access.
4. Expand Retailer Training
More support for retailers unfamiliar with voucher programs would smooth the redemption process, especially at smaller independent shops.
5. Include Maintenance Support
E-bike ownership requires maintenance knowledge. Programs should include basic repair training or maintenance vouchers.
