FOR CALIFORNIANS. BY CALIFORNIANS.

The Team That Ran California's E-Bike Program

CA E-Bike Incentives Team

ECOHCAL is a San Diego-based nonprofit founded by members of the team that built and administered California’s first-ever statewide e-bike incentive program – distributing $4.5 million in vouchers to over 2,300 income-qualified Californians.

Now we’re applying that expertise to help communities across California build effective, equitable clean transportation programs.

Our Story

From 2022-2025, our founding team built and operated California’s first statewide e-bike incentive program for the California Air Resources Board. We built the infrastructure, processed 3,000+ applications, partnered with 450+ retailers, and learned what actually works when making e-bikes accessible to low-income communities.

That experience taught us things you can’t learn from reports:

  • How to design application processes that work for real people
  • Which documentation requirements create barriers vs. enable access
  • How to partner with retailers who’ve never run incentive programs
  • What community organizations need to build trust in skeptical neighborhoods
  • How to process applications fairly while moving quickly

We’re not just advocate – we’re practitioners with hands-on operational experience running a $4.5M state program.

Safety workshops, battery care training, and mobility fairs that bring e-bike access directly to underserved neighborhoods. Our programs are offered in multiple languages and designed for riders of all experience levels.

Application Support

Helping Californians navigate local e-bike incentive programs based on our experience processing thousands of applications. We know exactly where applicants get stuck—and how to get them unstuck.

Advocacy & Research

Using our operational insights to advocate for effective e-bike policy and expand clean transportation access statewide. Our recommendations come from actual program administration, not just theory.
