FOR CALIFORNIANS. BY CALIFORNIANS.

OUR WORK

California E-Bike Incentive Project (2022-2025)

The founders of ECOHCAL partnered with the California Air Resources Board (CARB) to administer California’s first-ever statewide e-bike incentive program from December 2022 through December 2025. This groundbreaking initiative distributed $4.5 million in vouchers to over 2,300 income-qualified Californians, making clean, affordable transportation accessible to those who needed it most.

As the nonprofit selected to run this program, ECOHCAL oversaw every part of the process:

  • Outreach & Education – Partnered with 25+ community organizations to reach underserved populations
  • Application Support – Processed over 3,000+ applications with 7-10 day average approval times
  • Retailer Network Development – Built partnerships with 450+ bike shops statewide
  • Program Management – Managed voucher distribution, income verification, and compliance tracking
  • Case Management – Provided individualized support to applicants navigating the process

The program prioritized funding for low-income Californians and those living in disadvantaged communities, proving that when barriers to e-bike access are removed, residents enthusiastically embrace clean transportation.

What We Do Now

E-Bike Education & Community Programs

ECOHCAL continues building on the expertise gained from administering California’s largest e-bike incentive program. We now focus on education, outreach, and supporting communities in developing their own clean transportation initiatives.

Our Current Programs:

E-Bike Safety & Maintenance Workshops
Hands-on training covering safe riding techniques, battery care, basic maintenance, and traffic navigation. Workshops are offered in multiple languages and designed for riders of all experience levels—from complete beginners to experienced cyclists making the switch to electric.

Battery Safety Education
Critical training on lithium battery care, charging safety, and proper storage. Based on California’s new UL certification requirements, we help riders understand how to safely maintain their e-bikes and prevent battery-related incidents.

Sustainable Mobility Fairs
Community events featuring e-bike test rides, transit resource tables, and multilingual climate education. We bring bikes directly to neighborhoods with limited transportation options, letting residents experience e-bikes firsthand and connect with local programs.

Youth & Workforce Development
Pathways into the growing bicycle and e-bike industry through internships, mentorships, and technical training. We highlight opportunities in bike mechanics, retail, program administration, and sustainable transportation planning.

Clean Mobility Consulting
Supporting cities, counties, and organizations in developing their own e-bike incentive programs. We share lessons learned from administering the state program to help communities design effective, equitable initiatives.
